The Midwest ISO initiated the ARC procedure (RTO-OP-007-R5) from 05:10EST to 05:40EST this morning, due to a temporary capacity shortage. The ARC procedure was initiated in order to release capacity above dispatch maximum for use by UDS.

At approximately 12:30 EST an estimated 10 minute ICCP outage will be performed by the MISO. Set Point and NSI instructions will continue to be sent out via XML during this outage period. If you have a dynamic schedule that is changing during the outage, you should contact you Regional RGD to make the change. A follow up message will be sent out upon the return of ICCP data, and normal operations are resumed. Based on the medium term Load Forecast, current scheduled interchange, on-line Resources, and transmission security requirements the Midwest ISO (MISO) is anticipating a supply surplus condition on a market footprint-wide basis and is requesting MISO Generation Operators and Market Participants to prepare for a Minimum Generation Emergency Event between 02:00 to 08:00 EST on Monday, September 1, 2008. The currently forecasted dispatchable down-room to the economic minimums of on-line resources is projected to be -300 MW (SURPLUS) during these hours. The event may result in utilization of the Emergency ranges of on-line Generation Resources, the decommitment of Generation Resources, requests to reduce purchases, or other Emergency actions.

There will be an approximately 20 minute outage to the Midwest ISO Day Ahead Real Time (DART) system from 00:00 EST (midnight) until 00:20 EST on Monday, September 1, 2008. This outage is to facilitate the cut-over to the new September model.
During this time dispatch instructions will not be provided to Market Participants (MP) over ICCP or XML. MPs are instructed to use the last NSI provided just prior to the outage in your ACE equation and change generation output within your area to control ACE.
Please inform your RGD if your areas NSI needs to be changed due to inadequate or excessive generation in your area that will not allow for a generation dispatch that will balance your areas ACE.

Based on the current short-term Load Forecast, scheduled interchange, on-line Resources, and transmission security requirements the Midwest ISO is warning of a supply surplus on a market footprint-wide basis and is requesting MISO Generation Operators and Market Participants to prepare for a Minimum Generation Emergency Event. The short-term Load Forecast is currently -360 megawatts above (surplus) the sum of the output of the economic output levels of online generation in the Market Footprint . Generation Operators are requested to prepare the Generation Resources to operate at Emergency minimum levels and review their commitment to and communicate any potential decommitments to MISO.

The currently forecasted dispatchable down-room to the economic minimums of on-line resources is projected to be -1,990 MW (a supply surplus) during these hours. The event may result in utilization of the Emergency ranges of on-line Generation Resources, the decommitment of Generation Resources, requests to reduce purchases, or other Emergency actions.

The ICCP update was completed at 1435 EST. Problems developed with the new data sets and a second outage was required to back out the update. ICCP links were restored with the pre-outage model at 1444 EST. If you have any ICCP data Issues going forward please contact the Midwest ISO RGD or RC.
